Historic tidal energy deployment | November 2023

Making history: the first tidal energy device deployed in Puget Sound!
This deployment in Sequim, WA marks an exciting milestone for our clients at the Applied Physics Laboratory-UW and Pacific Marine Energy Center. 48 NORTH provided regulatory and permitting support, which included biological and essential fish habitat assessments, agency consultations, and permits acquisition from local, state, and federal agencies. The 48 NORTH team is honored to have contributed to this groundbreaking project and the advancement into the blue economy!

Marine energy devices - a firsthand look | October 2023

48 NORTH staff had the opportunity to visit the Applied Physics Laboratory at the University of Washington (APL-UW) for an up-close look at several cutting-edge marine energy devices, one of which we have provided environmental and permitting support for since 2017! Pictured here is a cross-flow tidal turbine with an Adaptive Monitoring Package featuring multiple sensors for comprehensive environmental monitoring. This device is slated for deployment in local waters soon, promising to enhance the readiness of tidal energy converters and deepen our scientific understanding of their interactions with the environment.

Busy field season! | October 2023
Summer may have come to a close, but our field season is just kicking off!
This month, our staff is working all across the Pacific Northwest to gather data, monitor water quality, and ensure environmental compliance. Highlights include onsite environmental monitoring for biological and permitting compliance near Pacific City, Oregon, and turbidity monitoring during riverbank stabilization in Snoqualmie, Washington. Ocean climate action roundtable | September 2023
Cam Fisher and Katie Keil were invited to participate in a regional round table discussion to develop a collaborative research strategy supporting the Biden Administration’s new Ocean Climate Action Plan (OCAP) on Wednesday, September 20th. This event brings the breadth of the ocean/climate/blue economy communities together and convenes researchers, policy makers, federal and state government, industry, community-based organizations, and nonprofits to discuss key research needs and partnership opportunities.

Wetland training certification | August 2023

Katie Keil has successfully completed the Wetland Delineation course offered by Wetland Training Institute! This course satisfies the requirements for basic wetland delineation training as specified by the U.S. Army Corps of Engineers (USACE), as well as certification programs in many states, and covers technical guidelines for wetland delineations; field indicators of hydrophytic vegetation, hydric soils, and wetland hydrology; methods for making jurisdictional determinations; methods to apply in difficult situations; and more.
Wetlands play a vital role in maintaining ecological balance, biodiversity, and water quality. This achievement amplifies our ability to identify and protect these ecosystems, serve our clients, and to provide even more informed solutions for a wide range of projects.

Tokitae relocation to Salish Sea | July 2023

48 NORTH has been contracted to complete all permitting studies and requirements to move Tokitae the orca from the Miami Seaquarium to a specially designed ocean habitat in the Salish Sea. Tokitae—also known as Toki, Lolita, and k’ali’Ch’elh-tenaut—is a Southern Resident Killer Whale that was captured in Penn Cove in 1970 and transported to the Miami Seaquarium, where she has lived for more than 50 years. Today, Toki continues to be in good health and all parties are working together to prepare and condition Toki for her return to a large, invigorating enclosure in her natal waters while simultaneously initiating Indigenous consultation, government permitting, and design and fabrication of her ocean home in the Salish Sea. Bill Mavros and Celeste Barnes-Crouse will be in Vancouver, WA from April 18-19th to participate in the Salmon Recovery Conference, a conference showcasing salmon recovery projects, research, monitoring, and more. They will be presenting their poster — Garrison Springs Creek Daylighting and Fish Passage Barrier Removal — which details 48 NORTH and partner's efforts to reconnect the Chambers Bay estuary to unique spring creek freshwater habitat. Coastal Inundation Mapping Certificate | February 2023

Celeste Barnes-Crouse successfully completed the Coastal Training Program's Coastal Inundation Mapping course! This hands-on training explored coastal inundation and mapping methods using ArcGIS, discussion on different types of coastal inundation (e.g., riverine flooding, sea level rise, storm surge, tsunami), spatial methodologies used to map flood areas in a coastal environment, and applications of various types of inundation products. Bill Mavros is once again participating in River Restoration Northwest's (RRNW) Symposium from February 6-12th! Local kokanee salmon restoration efforts | October 2022

48 NORTH is actively involved with local groups such as the Kokanee Work Group (KWG). On October 12th, our senior Fisheries Biologist and KWG member, Bill Mavros, attended the “Release the Kokanee” event celebrating the successes of the KWG and those who have supported the efforts to restore native kokanee salmon in Lake Sammamish. The event was cosponsored by the KWG and included speeches by local elected officials, Snoqualmie Tribal Leaders, and KWG members.

Wetland rating certification earned | October 2022

Another member of the 48 NORTH staff is certified in the Washington State Wetland Rating System! Katie Keil completed the Coastal Training Program's intensive "Using the Washington State Wetland Rating System (2014) in Western Washington" workshop on October 13th. Wetland rating systems are designed to help agencies make decisions about standards for protecting wetlands, including buffers, and are an important tool for many projects.
Wave Energy Test Site in Hawai'i | September 2022

48 NORTH has been supporting the development of the Navy's wave energy test site (WETS) in Hawai'i, a test site for wave energy technology demonstration to accelerate getting to a commercial result. Freethink recently uploaded a YouTube video discussing WETS, its purpose, and some of the wave energy devices being deployed.

SEALink cable expansion in southeast Alaska | July 2022
48 NORTH has been supporting Alaska Power and Telephone Company's (AP&T's) development of a submarine fiber optic cable system in southeast Alaska, and are excited to announce that AP&T has received another grant award from USDA and will be expanding their fiber optic connectivity in communities on Prince of Wales Island. The project, called “SEALink South,” will involve developing fiber optic networks capable of 100 Mbps symmetrical service and higher to approximately 550 premises in the remote, rural communities of Craig, Klawock, and Hollis, helping to enhance telecommunication resiliency and redundancy for residents throughout the Tongass National Forest region. Building on the success of SEALink, we are excited to continue to support AP&T in addressing the infrastructure needs of remote Alaska communities.

Fish-focused conferences | June 2022
48 NORTH's Senior Fisheries Biologist--Bill Mavros--attended Fish Passage 2022, an annual event addressing challenges in fish passage through the lens of engineering, biology, management, and society. This interdisciplinary conference featured global innovations for next-generation fish passage technology, advanced research, and technology tested in nearby rivers.
We'll also be at the American Fisheries Society's 152nd meeting in August — come find us in Spokane from August 21-25! Through these conferences, our proven expertise, and growing network, we are empowered to continue to support threatened and endangered fish species, including fish passage and stream restoration projects, using the best available science and technologies. |
Climate change presentation for OASeS | May 2022

Katie Keil has been invited to present and serve on a panel at the Ocean Acidification Sentinel Site (OASeS) Symposium, taking place from May 10-12 in Ocean Shores, WA. This meeting covers a suite of climate change-related topics— spanning from management and policy to science and research—to support adaptation efforts, as well as NOAA's Sentinel Site program. The ONMS Sentinel Site will be used to inform resource managers and coastal communities by telling the story of ocean acidification and its impacts on Washington's coastal marine resources, cultures, communities, and economies.
Having extensive experience in ocean acidification and natural resource needs, Katie is looking forward to sharing her climate change expertise and continuing to support climate change planning and data sharing efforts.

Water Power Week in Washington DC | April 2022

48 NORTH's principal—Cameron Fisher—attended the National Hydropower Association's Water Power Week 2022 in Washington DC. Water Power Week brings asset owners, developers, and other waterpower industry organizations face-to-face with those affecting the resource to discuss waterpower’s role in the clean energy future, including Congressional policymakers, government agency officials, NGOs, Tribes, and other waterpower stakeholders. This annual conference, which is considered the industry's premier policy event, provides industry professionals and power producers and suppliers the opportunity to converge on the nation's capital to shape the future of waterpower.

BA Author Certification | March 2022

48 NORTH's Bill Mavros and Katie Keil have successfully completed the Washington Department of Transportation's (WSDOT's) Biological Assessment (BA) Author Training to become Certified BA Authors! The purpose of a BA is to provide technical information and to determine to what extent the proposed project may affect federally threatened, endangered, or proposed species and/or designated critical habitat. This 3-day training provided formal guidance for preparing BAs in order to achieve greater consistency and quality in BA format, content, and analyses of project effects, including noise (terrestrial and underwater) and stormwater assessments.
Whatcom Marine Research Symposium | February 2022

February is for symposia! 48 NORTH's Katie Keil will be presenting at the 2022 Whatcom Marine Research Symposium on February 23rd. The symposium will feature two keynote speakers, Nooksack Elder and Tribal Storyteller Tammy Cooper-Woodrich and Washington State Poet Laureate and Lummi Tribal member Rena Priest; and eight presentations on new research on a wide range of topics relevant to Whatcom County area marine waters and nearshore ecosystems.

Project update - SEALink Fiber Optic Cable Project approved | February 2022

48 NORTH has worked closely with the Alaska Power & Telephone Company and Wopschall Consulting, LLC on the SEALink fiber optic cable system to obtain all the necessary environmental approvals. Supported by a USDA Rural Utility Service grant, this project will create a 214-mile submarine fiber optic cable from Prince of Wales Island to Juneau, with an overland crossing on Mitkof Island and terrestrial network build-outs in the communities of Coffman Cove and Kasaan.

Wave energy project with C-Power | January 2022

48 NORTH is honored to provide environmental permitting and regulatory support for Columbia Power's (C-Power) SeaRAY autonomous offshore power system. This device can generate 100 watts to 20 kilowatts of clean energy from ocean waves— enough energy to power a seafloor data-gathering system or a surface vessel! It's also equipped with a novel field data collection, storage, and transmission system that researchers can also use to control the SeaRAY remotely. This technology can help conserve our oceans and provide renewable energy for a booming ocean economy.

Sandy Cove Park wetland delineations | November 2021

Wetlands and streams are considered "Waters of the U.S." and must be identified before most construction or development activities. Last week, the 48 NORTH team strapped on their boots and raingear to conduct a critical area review and wetland and ordinary high water mark (OHWM) determination at a local park. We verified the presence/absence of wetlands and important habitat areas and used GIS to map the boundaries. Now, we are drafting a critical area report of our findings, as well as a conceptual mitigation plan that presents an overview of possible mitigation solutions.

Our team has been busy supporting the Record Office revetment repair project proposed by the City of Snoqualmie, which is designed to provide bank stabilization along the Snoqualmie River. We're monitoring water quality and fish during construction activities to ensure environmental compliance and safeguard ecosystem health.

48 NORTH is back in Alaska! This time we are proudly supporting AP&T on the SEALink submarine fiber cable project - a 214-mile submarine cable - connecting rural communities in Alaska. This combination of marine and terrestrial cable will extend from Prince of Wales Island to Juneau, with an overland crossing on Mitkof Island through the community of Petersburg. The project also involves terrestrial network build-outs in the communities of Coffman Cove and Kasaan, which currently lack broadband service. 48 NORTH is working closely with AP&T and USDA Rural Utility Service (RUS) to provide NEPA and environmental permitting support on this RUS ReConnect-funded project.

Cameron Fisher joins the City of Issaquah's Environmental Board | January 2021

Cameron Fisher was recently appointed as board member on the City of Issaquah’s Environmental Board (https://www.issaquahwa.gov/507/Environmental). Created in 2020, the objective of the Environmental Board is to protect, preserve and enhance the natural environment, and take action on climate change to reduce its impacts. Board members advise the Mayor, City Council, and City departments on the City’s plans, policies, regulations and programs related to environmental stewardship.

USACE Publishes Proposal to Reissue & Modify NWPs | September 2020
On September 15, 2020, the U.S. Army Corps of Engineers (USACE) published its Proposal to Reissue and Modify Nationwide Permits (Proposal) in the Federal Register. Based on the expected timing for finalization and implementation, these new Nationwide Permits (NWPs) will become effective roughly 1 year prior to the planned expiration of the 2017 NWPs on March 22, 2022. Overall, NWPs are proposed to be reissued with similar, if not more flexible, terms relative to project impacts to waters of the U.S.
48 NORTH's supports clients with obtaining NWPs for various projects. NWPs provide a streamlined process for the USACE to authorize work in streams, wetlands, lakes, and tidal waters under Section 404 of the federal Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899.

Navajo Indian Reservation Delineations, New Mexico | November 2019

The Navajo Indian Nation and US Bureau of Reclamation propose to install two 14-inch water pipeline laterals extending a total of 50 miles. 48 NORTH biologists, supporting McIntyre Environmental, conducted a delineation of waterbodies along the proposed route. Efforts included identifying Ordinary High Water Marks, Cowardin classifications of habitats, and unique biological features of each drainage. Data collected forms the basis of the 404/401 Water Quality Certification for the project installation.

48 NORTH's Cameron Fisher had the opportunity to sit on the regulatory panel at the Submarine Networks World conference, held in Singapore. Discussions revolved around environmental and regulatory hurdles associated with landing submarine fiber optic cables.
Quinault Indian Nation Submarine Fiber Optic Cable Landing Station | June 2019
48 NORTH is excited to support the Quinault Indian Nation with regulatory expertise to develop a submarine fiber optic cable landing station on the Washington coast. As part of the ACA International-led team, the Nation will oversee the development of the first and only cable landing station on the Washington Coast. This will enable submarine cables to land in Washington State for the first time in over 20 years.

Trip to Weaver Creek Spawning Channel, B.C. | October 2018
48 NORTH's Environmental Scientist, Cori Currier, participated in a University of Washington research trip to the Weaver Creek spawning channel to observe sockeye, pink, and chum salmon courtship and spawning behaviors. At Waver Creek, a 3-km long spawning channel was built as an extension of the existing creek. This extension provides a stable flow of cool, clean, oxygenated water to eggs and alevin. The channel holds about 45,000 spawning adult salmon.

48 NORTH is excited to support Makai Ocean Engineering, Inc. (Makai) on their 5-year, $245 million IDIQ contract for ocean engineering services with the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) in Port Hueneme, California. Makai provides engineering services for worldwide design and construction of ocean cable systems, ocean work systems, waterfront facilities, offshore structures, moorings, and ocean construction equipment. 48 NORTH will provide regulatory support, including NEPA compliance, for appropriate task orders.

Senior Principal Engineer at the Applied Physics Lab, Dr. Peter Dahl, will be presenting "A hand-held tool for rapid assessment of underwater sound to inform decision making" at the Marine Technology Summit at the University of Washington on November 6th. 48 NORTH used Dr. Dahl's tool for the hydroacoustic monitoring of pile driving for the Pensacola Bay Bridge. The data we collected will be used as a case study for his presentation & Jan Brandt will be in attendance to answer additional questions.

This expansion is to accommodate our growth in project work and provide local expertise and client support in the Southeast U.S. 48 NORTH’s recent addition of prominent project support in hydroacoustic noise consultation for pile driving activities has accelerated the company’s growth and resource requirements in this region. In addition to providing hydroacoustic expertise for in-water construction, Florida provides a unique market to apply our firm’s regulatory and permitting expertise and capabilities. As a 25 year-native of Florida, 48 NORTH’s CEO and co-founder Jan Brandt leads the company’s expansion into the Southeast.

Congratulations to Google and cable installer, NEC Submarine Systems, for the successful installation of the FASTER cable - a 5,600 mile long fiber optic cable stretching from Oregon to Japan.
48 NORTH is proud to have provided regulatory and stakeholder support for the landing of this cable in Oregon. We worked closely with the State and Federal agencies throughout the permitting process, as well as regional fishing representatives, to successfully permit this project.

Holden Mine Wetland Assessment| July 2016

48 North's Wetland staff went out near Lake Chelan to the Holden Mine Reclamation Site and completed a wetland assessment of a 5-acre parcel on the site. Holden Mine is an inactive underground mine located along railroad creek about 50 miles north of the town of Chelan.

48 NORTH's Jan Brandt has just returned from supporting University of Washington APL's involvement in the U.S. Navy Arctic Ice Exercise (ICEX 2016). He was 200 miles north of Deadhorse, Alaska on the arctic sea ice in negative 20 degree weather.

With the increase in housing developments within the City of Sammamish, concerns have been raised about the impacts to the adjacent natural environment. Our team will map the stream’s habitat, conduct a macroinvertebrate assessment, and monitor water quality over the long-term.
